The best way to ask is "Can you buy me a bra?" instead of "Do you think I need a bra?". Because its awful having someone stare at your chest.

If you feel you are developing enough for a bra then ask your mom how she feels about it. Maybe ask her when she got her first bra. I started buying them for my daughter before she realized she needed one but she had to come to me and tell me they weren't fitting her anymore before I realized she needed a real cup. LOL. I bet if you tell your mom you feel uncomfortable without one she will bring you out shopping.

i really don't know how you feel since my mom was the one who noticed my growing breats and advised me to get a bra, but i would suggest up-and-up confronting her and talking to her about it instead of walking around bra-less until she notices, like i did (i didn't even notice...stupid me)
tell her that all the girls are already wearing bras and that you would like to wear one to, that you SHOULD wear one, and will you help me buy one?
this will make your mother feel included, and absolutely she will help you get a bra.

Ask her to go shopping with you, maybe for christmas or to look at holiday clothes, and kind of guide her in that area. Then say to her "I would like you to help me pick one." Moms love it when you say you want their opinions (go figure?!) Try and pick a store that has quality products and helpful salespeople, too.
Or you could try blurting it out in the heat of the moment. ;?

Tell her the truth, whether it's that you need one because being without one makes you uncomfortable, whether it's that all your friends have one and you feel left out, or whether it's that you simply want one. Moms can be pretty oblivious. And speaking from experience, I wish I could run around without one, so maybe she doesn't realize that you want one.
