Lack of confidence or self esteem is number one. Or they have some other weird or attractive attribute that is causing you to look elsewhere. For some cultures, it may be a respect thing, where looking in another person's eyes may be deemed disrespectful. But those traditions are dying fast.

I look people in the eye and I find it very disconcerting when someone does not look me in the eye. I think someone does not look you in the eye because you, the situation, or the topic is making them uncomfortable.

when im intimidated or im hiding something like i have deep feelings that i can't reveal. but if i know the guy, i usually bold to tell them how i feel...
but if its work related, and i don't look straight into your eyes, i didn't like the idea being presented. it shows im agitated cause i roll my eyes and usually look all over the place...or better yet, im bored with the capital b on the subject or whatever conversation going on...

When i lie, When i know im wrong, When im bein a ***** puposley, wheni fel guilty when im upset when im embarrased. Loads of things really but the one im worst for is lying. You just cant look somebody in the eye and tell a lie. Its impossible for me anyway.

I'm shy. And sometimes I don't look people in the eye because I don't want to talk to them. Just pretend I don't see them.

It seems kinda awkward to just keep on staring at someone when they are talking to me for a long time so i occasionally glance away
