Politicians are people too.... no, really... but they do work in the name of the people, whilst being on the corporate pay roll... the people can pressure them to do things, and this can work, but the more the people try to use democratic means, the more the state will try to fob them off, and the more they protest the more the state will use repressive tactics.
So, people are in charge, but we give up the power by delegating other people to make decisions for us. We can take back the power over our own lives and our surroundings by struggling for it... but what would we do with the power once we had it?

What planet are you talking about? On the planet Earth, no one is in charge of the world. The world is divided up into countries and various countries have different methods of governance.
Next time, why don't you narrow your question a little. Like naming which country you are talking about.

then they all come together, well most of them and the leaders of the countries follow a similar path so that the world flows in somewhat unison....but that doesnt work when third world countries come in threatening to attack everyone with nuclear bombs.....north korea......or afghanistan(9/11/01)......or saddam hussein whos just crazy like hitler! But theres you a general concept!
