I'd be willing to bet you have a problem with the new fuel pump, or it's installation. Possibly a problem with the way the new pump is attatched to the fuel supply line (maybe a leak, or a bad pulsator) allowing momentary pressure (enough to fire the engine), but then loses pressure. EFI engines rely on a very specific window of fuel pressure in order to run. You may also have a PCM problem that is only turning on the pump momentarily (it may even be GM's onboard theft deterrent causing it, although I don't think a 95 caprice has it-my 94 doesn't). You will need to check for continued pump operation, pressure level, ect... It should be a fuel problem if you have good spark and no SES while it is running. You might check for basic stuff like make sure the MAF is plugged in, ect.... Check for codes before proceeding anywhere else, though. If there are any codes, they MAY point you to the cause. They can also be a result of the original problem causing the no start, however. It may be neccessary to consult with an experienced mechanic that has a scan tool.

The first thing that you need to determine is whether you have fuel pressure when you are cranking the engine. The 5.7 liter engine in that car has a tap at the rear of the fuel rail by the fuel pressure regulator. You should have at least 30 psi. If you don't, then the new pump may have failed. It happens! You also need to check the electrical connections at the tank to make sure that they aren't corroded or overheated. It's not too likely that the injectors
are the problem. It sounds like you are not getting enough fuel pressure to the engine.

You have an LT1 350, so that means you have the dreaded GM Optispark distributer, which is prone to failure. I believe they updated it to add some condesation drain vents or something like that in 96, but you'd have the older unit being that it's a 95. It can be a PITA to change because it's beneath the water pump. Had this same problem on a 94 Z28- similar motor.

Several things may cause the problem you indicated. Your cold start valve may not be functioning. Your mass airflow sensor may need replacement. Not enough pressure to push gas into your injectors. Clog along the fuel line including the filter. Check those, one of them could be the cause.

theft system...... there is small wires on the ign lock cyl that reads the resistence of the "pelt" in the key, over time the wires break. replace the lock cyl and keys. u have to match the "code" of the key with the original or an easy fix gets hard.

you may want to drain the fuel tank through the fuel supply line. remove the line from the fuel pump and try to drain some, you may have alot of sludge in the tank the filter may be getting glogged, injectors may be dirty.
