Like for an example that website loudfusion.com, before it was just plain....now they have more colors to the website......What does it mean, when they say the website is under maintenance...please visit the website at another time? Please explain the answer if u know it.

The webmaster (usually the person who created the website) has access to all that stuff.

The person that owns the website updates it. Under Maintenance means they are making changes and trying to improve their website.

loudfusion.com has people working on the background to make their website..."the website under maintenance" only means that this people are working on the website trying to fix things, maybe it be bugs, glitches or updates that will improve user experience once people visit the website...and on your experience they added some colors to the website.

After web domain is registered, you get the domain name for eg. www.loudfusion.com . But the site might not contain anythings as it wasn't developed and designed before the domain is registered. So, the owner/administrator put some information that the site is under-construction. This was what you saw on the first time. After the site is created, it is published. The web administrator has access to the update the site. They are titled as webmaster.
