There isn't really a 'right' way.
You pretty much just have to practice.
It takes awhile to get it right and I know that my style of how i apply mine differs with everything from my mood to what I'm doing that day.
Plus, your style also changes as you mature. So just experiment and find what works.

under your bottom lashes.. and you can do it really close to your lashes on the top if you have blonde lashes..
