He remembers thats the 2 main characters were clowns named happy number 1 and happy number 2. One was skinny and the other was fat Also, there was a character named froggy.

Sounds like the New Zoo Review days along with Captain Kangaroo on the PBS station as I remember, also Romper Room too..

I was thinking New Zoo Review because of Freddy the Frog, but there were no clowns in it. I don't remember anything else that sounds close, so it could have been a local show. Maybe this will help your search:
