There are 10 dL in one liter.
if you have 0.42 mg in one liter, then you will have less mg in a smaller amount of solution, namely one deciliter. Since one dL is 10 times smaller than one liter, there will be 10 times less mg in one dL.
So the answer is 0.042 mg
