The best place for you to check would be the careers page of the various game publishers. At the very least you can get their contact information so you can call/email and find out where and how they recruit testers.

For example, the Monolith site (http://www.lith.com/home.asp) has a link right on the front page seeking testers.

Generally, testing is an internal affair with the game studio instead of players. Not every game has a beta that is released to independent testers. The official testers are generally part of the development team for the game, and those people have college degrees. The best way to get into the game development industry is by going to college.
