shaving:
as soon as the hair is 1cm long.

cell phone:
if she's a person who's out there a lot, around the time she's in highschool or later in middle school. I'm pretty active n my mom won't give me a phone, so she can't call me when something comes up n I was stuck in the rain for 3 HOURS with no way of contacting her...hope that doesn't happen to you though...

starts dating??:
wow, a toughy right there. um....the usual is 16, since you're pretty mature and all...but yea around their highschool years. But grades mean everything, also, if a high schooler can prove that they can keep thier grades up AND do other things like chores or somethin, then yea I believe that they can have a relationship.

wearing make-up?:
my mom says I can't wear make-up til I'm 18...but I'm 14 and wear it all friggin day. I believe that wearing make-up is for high schoolers, and freshmen to sophomore year should wear subtle make-up like cream to cover acne, lip gloss and very subtle and light eye-shadow. Junior and up? go wild, hon. Mascara, eye-liner, lipstick, the WORKS!!

hope I helped.

Well I started shaving at 12 and it was too much responsibility.
I think that if you have to ask "How old you should be when you start dating?" then you are too young to date.
Cell phone I got my first in 6th grade but DEFINITELY by your freshman year
To wear make-up I think that it is okay to wear light stuff at 13. SPECIAL OCCASIONS ARE OKAY. I also think that before you start wearing makeup you should go to a makeup specialists to show you how to apply makeup. Nothing looks more unattractive than a young girl in too much makeup(makes her look whoreish or like a clown)
I am 14 take it from me. I only shave in the summer and once a week in the winter. BUT I don't slack in the hygiene department. I don't date yet, and want to keep my mind on education. I do have a cell phone, but I only use it to check in with my parents. I will show them that I have responsible enough by not running up the bill. And I don't wear makeup unless I it is a really special occasion. I keep it light and natural when I do. I love lip gloss though.

Leg shaving - When she feels uncomfortable about it. Don't wait until the teasing starts!

Dating - Grade 6 for group "dates", Grade 8 for one-on-one dating.

Cell phone - For emergency use ONLY, when she starts going out with her friends. Get her a pre-paid phone and top it up with $5 or $10 per month, so she can call home if she needs to. For personal use and chatting, whenever she can pay for it herself.

Makeup - Grade 6 for a little bit of lip gloss and nail polish, Grade 8 or 9 for a full face of makeup. If she has acne, talk to a dermatologist and look into Accutane before letting her cover her face in foundation (why cover what you can fix?)

How old do you think a girl should be when she fisrt shaves her legs, same time she starts shaving her armpits, when the hair is dark and stinky.

starts dating, at least 16 and is emotionally prepared to say NO

getting a cell phone, when she is old enough to pay for one

and wearing make-up? 13 for light makeup, a little blush and lipstick.

Well, Sam, I've got three daughters.
I think when a girl feels self-conscious about the leg hair, it's time. Whether it's 10 or 15.
Group dates, if trust is present, when high school starts. Car/single dates, when she can drive.
Cell phone, whenever daddy's budget can stand the blow.
Wearing make-up...well, that's tricky. Lip gloss and blush improve anyone of any age...but more than that is really dependent on application. Most make-up is bad for skin, so, I'd be all for a little powder, a little blush and lip gloss daily--- usually starts in 7th or 8th grade. I think a lot of make-up makes my daughters look worse, not better. Maybe the other stuff for special occasions, or on dates, IF it looks nice.
