I painted the Primer, followed with Top Coat (about 7 hour gap) on the garage floor only to realize the Clear Coat I had bought is crap, how long do I have.
P.S. Just to make sure is the Rustoleam Premium Clear Coat bad?

The guy at the store was clueless (jut like me) and hadnt even worked with the product, but he said you're supposed to put it in within a time frame or else the clear coat won't bond. basically I'm asking if thats true

I don't think it's bad. The key is to let each layer cure. That means having enough time in between to really dry and harden. Then you can't let it get dirty in between so you have to get it done. So, I would give what's on there at least 72 hrs. drying time if it's dry and not humid in the garage. Cement is porous so, as much time as you can would really be best. Then make sure the clear coat sures just the same. If you have to put heater on or whatever, let it really have a long time to cure. That is the secret to it not peeling ot coming off easily after all that work. Good luck.

I have used two types of concrete floor paint epoxy and poly-urethane. I prefer the urethane because it didnt peel and chip as much, it flexes more than epoxy. I used it in a golf course rest room where the floor took constant punishment from spikes. As far as the cracks in the concrete widen the cracks a bit and use a concrete based type patch with a good bonding agent. This has been my experience but technology broadens even in coatings its just a judgement call good luck.Check with your vendor he might have more to add.

I would let it dry thouroughly before applying a clearcoat.
If you are driving on it & getting it dirty, you would have to clean it before applying the clearcoat, but no time limit.
I think most Rustoleum products are fine.

I am afraid the primer was not dry completely. There is no easy fix
