After deregulation, other companies can sell internet access through the cable companies cable lines.

I know that in Austin, Earthlink can sell you cable modem service without the cable TV. You might need the cable already installed though, maybe not.

If you call the cable company, they will probably only sell internet with cable TV. So you have to call Earthlink in this case.

The Cable company will try to get you into a combo deal, with long distance ( through digital cable, like Vonage), Cable TV, and Internet, so the combination is cheaper. So if you want cable, long distance, and Internet, it is cheaper than if you buy them seperately.

FYI:
Long distance: You can get Skype for free, for calls in the US.
Calls to other companies have a low per minute fee.
You need broadband Internet, and will need to buy a low cost hand set that is widely available, and a decent computer.
After that long distance is free.

I guess you mean that you want cable only for the internet, and not for TV or phone? You just call the cable company and sign up for internet service, specifying that you do not want anything else. That's what I did and that's all I have - internet service.
