I was playing Chess with one guy, and then he said "I resigned," but when we picked up the game and put it away, he said that he changed his mind about resigning. Can he do that?

when one player declares, "resign," the game is over by rule and can not be restarted.

Yes, he can change his mind about resigning.
He can regret the decision too.
But, he can't "take it back" and resume the game. No way to know where all the pieces were and the like.
