How do I find the best apartment for me as far as good management, security and good respected neighbors?

To find the best apartment, you really need to combine all the resources. I would definitely comb through the newspapers and online websites. First, identify a neighborhood that you like.
I would also talk to 2 or 3 real estate agents to get a balanced view.
And definitely don't rely on their words. Inspect the apartments. It is because finding the right apartment is a very personal matter. It really has to "feel" right.
And if you have identified a place you really want, do some extra legwork. Visit the place at different time. Talk to the neighbors. Talk to the concierge. Talk to the nearby shops.
Just thinking about how much time you will spend in the place. It is worth the effort.
