where can you buy the cheapest PSP's from. i'm talking $140-$175 cheap! any online store or site. other than ebay, what other store?

I'm afraid you missed the boat because Wal-mart was selling PSPs for $169 as part of their Black Friday sale yesterday. Your best bet now would be to check Amazon.com. I see they have used systems for as low as $183.
