Essentially I have a feeling that my steel rims may be warpped. I don't want to just purchase new rims to find that they were good in the first place. Is there a tool to test for runout like brake rotors.

You can use a Dial Indicator that has a magnetic base. You stick the base onto metal, and set the indicator to zero with the tip of the indicator on a smooth surface on the wheel that goes all the way around. Turn the wheel until you get the lowest reading, and set the dial at zero. Now turn the wheel and you can now read the run out of the wheel. If it is .008-.010" or less, you are OK, but anything over this cannot be balance out, and will require a new wheel or straightening of the wheel.

jack up and block the wheel,put a block up beside it and rest a screw driver on the block close to the rim,turn the wheel by hand an watch the gap between the tip of the screw driver and the wheel

not accurratly because the mounting surfaces for the wheels arent "perfect" smartest move, remove the wheels and take them to a tire shop. then you can check both the tires and wheels.

Yes there is a magnetic base dial indicator bracket for just that purpose.
