The Iraq civil war is the responsibility of the power in the UK, USA and Israel. Bush and Blair are partly responsible, but are really just front men that speak for the real power leaders.
Iraq has never had a civil war and there was no tension between the various Muslim factions until the US/UK invasion. The US/UK decided to label Iraqi's as Sunni, Shiite and Kurd and started promoting one side against the other. This caused the current division.
Iraq was a weak, unarmed nation that had no history of terrorism. We're currently arming Iraq, training their armed forces (who hate the west) and fomenting terrorism. So when we leave Iraq, there will be a well trained anti-western armed force, a civil war, a terrorist training ground, an Iranian tribal powerhouse, thousands of dead soldiers and billions of wasted dollars.

Bush, Blair, Aznar and any of the other leaders of countries that went to war in 2003. Whatever the rights or wrongs of the reigime, Saddam's dictatorship held a lid on any ethnic tension there. Now there is no strong power to keep each community in check. It's no wonder that the Sunnis are feeling aggreived by their loss of status, that Shia are turning towards Iran for help against Sunni extremists and that the Kurds are creating a de-facto state in the North, which in turn is worrying Turkey with it's large and vocal Kurdish community. Somewhere amongst all this mess is a minority of Christian Arabs.
Iraq is like Yugoslavia (many religions and ethnicities). Remove the binding force (Saddam / Tito / Military one-party rule / Communist one-party rule) and the whole system falls apart.

The leaders of Iran, Syria and mostly Iraq. Anybody who thinks that Iraq was a peaceful place before the gulf wars must be blind. One of the human rights groups recently reported that they estimated that Saddam killed about 2 million Iraqi citizens during his 20 something years in power, that's an average of about 1900 per week.

Bush and Blair are the political face of very powerfull people in the Pentagon and USA big business.
The main proposer in the Pentagon "hawks" was "Paul Wolfavits" and his cronies including Rumsfeld and Cheyney who pushed the issue since the Gulf War of 1991for regime change and are major supporters of Israeli ideology.
The problem is that Iraq was a very stable country even after the Gulf War. They must take the blame for the impending civil war as it is a direct result of the removal of Saddam Hussien.

No leaders are responsible. The clash between shitte and suni was inevitable since the formation of Iraq.
Muslims claim this war is completely in the hands of God and is, "Alla's will".

evil thrives when good men do nothing.
Although blairs motives are questionable, bush is a man of great character and strength, as are the soldiers of all the coalition.
