the cheapest way is fluorescent light fixtures. the minimum is 20 watts per square foot (l *w). you want 3 cool white (blue spectrum) bulbs for every 1 warm white (red spectrum) bulb.

standard fluorescent tubes produce more overall light than grow lamps and are much cheaper

it matters what kind of "plants" your growing hehe. my plants are grown using high pressure sodium bulbs, which have a very good light frequency. this helps them grow quite quickly, but i doubt your going to be consuming these 'plants' as i do. ;)

anyplace that sells plants will sell you a fluorescent light that mimics the sun

grow lights! the type of lights depend on what you are growing their are many sites that can help with the lighting if your growing herbs their are many sites to guide you too lol.
