Usually black eyeshadow makes your eyes look smaller.
But to apply it first make sure you have a small brush to apply it with. Then slowly go from the inner corner of your eye and drag the brush against the eyelash line all the way to the outer corner. Wetting the eyeshadow makes it easier.
If your doing the bottom of your eye only extend the line from your outer corner to the middle of your eye so you won't look like a raccoon. The most important thing to remember is not to not apply too much, or it WILL look smaller.

Here are some photos on what it might look like

using a transformer such as one made by Paula Dorf (available at PureBeauty Stores) dip a bit of dark grey...black is too harsh on anyone...in the liner with an ultra fine brush. a good dark grey/charcoal eyeshadow is Carbon by Mac...or the best eyeshadow trio i have found is by Ernesto Longo. Anyway, very thinly, line the upper lid. using a long haired squirrel brush, make tiny circles on the outter part of the lid where the lower and upper eyelids meet. using a shading brush, shade, soften and BLEND. i would also use a satin finishing eyeshadow such as Mac Jest just over the middle of the eye lid to make your eyes pop. i agree with previous posts that a dark shadow will make your eyes appear even smaller. finish the look with smudging a little dark shadow...a LITTLE on the outer edges of the lower lid.. dont apply any liquid liner to lower lid...hard lines will make your eyes look beady.

i in my view do no longer propose wearing black makeup for small eyes, yet whilst it rather is mandatory, use some as on the factor of your lash-line as you could. positioned on a small volume, and extra as you flow if mandatory. in case you prefer your small volume to proceed to exist for an prolonged time, be conscious some concealer (the stick version) or some white powder. To open your eyes somewhat extra, be conscious some white eyeliner on the insides of lashes. some gray on the backside eyelids and white purely approximately up on your eyebrows will strengthen your edginess, if this is the look you're going for. i'm hoping I helped!

Your best bet would be to use an eyeliner brush and dip in water then put it in the shadow and use it as eyeliner. I have a lot of friends that have small eyes and they do that way to define their eyes and they use it to create the illusion of a bigger eye or to make it appear that they have a double lid because they are Asian.

Never use dark eyeshadow when you have small eyelids. It will make your eyes look even smaller.

start from your eyelash then work it to the crease, then put a little bit of compact powder over it so it will blend in and wont be so harsh.
