Eyeshadow accentuates your eyes so you want to make sure you are using an eyeshadow that compliments your eye color.
If your trying to get that sexy smoky look FIRST you need to apply a soft gray color across your eye lid first and above the crease in your eye, when you are applying it.. you want to blend upwards toward your brow!! Apply this same color gray to the lower part of your eye underneath your bottom lashes. TO create that dark look without the hassle of black eyeshadow use a black pencil inside the lower part of the eye.. take some black eyeliner and right over the tip of your upper lashes draw the black line, and the same for the bottom, then you take a darker gray eyeshadow and go over the black you did with the pencil, and again blend towards the brow. this look is so sexy I do it before I go out to the club.. if you think your eyeshadow it to dark then you lighten up with the softer gray... its all about gray and to get the black part it is best to use a pencil instead of black eyeshadow...

I really don't recommend wearing black make-up for small eyes, but if it's necessary, use some as close to your lash-line as you can. Put on a small amount, and more as you go if needed. If you want your small amount to stay on for a long time, apply some concealer (the stick version) or some white powder. To open your eyes a little bit more, apply some white eyeliner on the insides of lashes. Some gray on the bottom eyelids and white almost up to your eyebrows increases your edginess, if that's the look you're going for. I hope I helped!
