I cant remehe name of this song or the singer I know some lyrics and a rough year 1997_ 1998.. Its a girl that sings it was a pop song some lyrics are,, put that dress on the one you look good in........ thats at the beginning also.. you make me feel like something you scraped of your boots... Please help its wrecking my head......

From your description, it sounds almost like P.J. Harvey, The Dress.

But, not sure about that bit about the boots..

could it be unpretty by TLC?
the lyrics aren't exactly the same, but from what you wrote, it reminded me of this song.
