Well, it really depends on the circumstances. There are some people who make a living as celebrity impersonators. Go to Las Vegas and you will see a good number of Elvis impersonators.

You need to examine your motives. Do you intend to try and get freebies out of people? Are you trying to get money out of people? If you are posing as a celebrity for financial gain, then you might be in trouble unless people know you are an impersonator. It just depends on the circumstances.

Some people would argue that most of the people on 'dancing with the stars' and 'Im a celebrity, get me out of here' are posing as celebrities.

Are you intending to defraud anyone? Ever been arrested?

It might violate some ID Theft law, some where...

I am happy to simply be me, a Penguin, in a space suit, on a tether, in space. Hey, I am safe from home invaders and muggers!

I'm not a lawyer, but my understanding of fraud is that you must do so with an intent to defraud. So saying, you pretend that you're a famous Rock Star to obtain a job/paycheck that isn't rightfully yours. If there's no money involved, then you're just playing pretend.
