Well your "eye" doesn't grow tired. The muscles surronding your eyes do grow tired and fatigued like all muscles. The way the body deals with this fatigue is to increase blood flow to those muscles and the capilaries in your eyes expand to facilitate this blood flow.

because when you are tied you tend to rub your eyes which irritates them coursing the blood vessels to be ruptured hence the red eyes

Yes all the time, especially when i've been on the computer for a long time, you should see them now they are like too cherries.
