It is when you get so close to a person that your eyelashes flutter on their skin like the wings of a butterfly, so gentle you can barely feel it. It is like eskimo kisses when you rub noses or fish kisses when you pucker up your lips like a blow fish. It is just another description.
As far as getting them, you get them when a person rests their face on yours.
And as for the song, the man is singing about his little girl who miost likely rests her head on his cheek and gives him butterfly kisses as she falls asleep.

A "butterfly kiss" consists of two people putting their eyes close to each other and fluttering their eyelashes upon one another's NOT ON ANY OTHER PART OF THE BODY OR FACE

Butterfly kisses are when you put your face very close to someone else's and blink your eyes so that your lashes brush their cheek. Like butterfly wings! My daughter loves it.

butterfly kisses are putting your eyelashes up to someone's face and then "batting" the eyelashes....it makes a funny feeling, sorta lika tickle. little girls do this....i used to do this to my dad to tickle him. since little kids think that the opposite sex has "cooties", giving butterfly kisses is a good way to be friendly without having to make contact with the mouth. in that really sappy bong by bob carlisle, he is saying that he misses his girl being little....
