There are no IP locating software available that I know of. If some bad things are done to you on your computer and you can get the persons IP address, then you could possibly contact the police and get the address of the person through them.

You wouldn't be able to find out who has a particular IP address, but you would be able to know what ISP or company has the range that includes that address.
Go to http://www.dnsstuff.com/ and enter the IP address in the IP Whois Lookup box.

You can easily find the geographical area, although with no great precision. Eg http://www.geobytes.com/IpLocator.htm
