Frump is a derogatory word to label an unnattractive woman--
1 sense of frump Sense 1 frump, dog -- (a dull unattractive unpleasant girl or woman;

Girls use the word to pressure peers into dressing in a specific way. Men use the word out of spite when they get dumped by an otherwise ordinary lady.

Frump as a style is adapted by women who do not give a hoot how they are dressed.

I'm guessing that a frump (if used as a noun) is someone who dresses frumpy, i.e., drab, tacky, shabby, or unstylish.
