Clunker laws are laws that limit a vehicles lifespan so only newer ,fuel efficent ,safer,quiter cars are on the road not 15 year old clunkers that are dirty,and junky.These laws are in effect in japan and keep us a fresh supply of used japaneese engines,I have heard the mileage limit is like 100,000. miles and the cars go to the crusher-Right now Calif. is toying with the idea and if it passes then Wash and OR. will be next then the nation will follow as they usually do.
