This depends on what time of year it is. There are some short skirts that are business like that actually go better with hose. But in the winter - you'll certainly be looking hideous in a short skirt without tights and you'll freeze your legs and fanny off. There are great tights out there that actually help you look great too. Unless you have perfect legs - you're going to be sorry going bare. Always check the mirror and make sure your thigh "wrinkles" aren't showing - if they are - that's a good indication that tights or at least hose are for YOU. In the business world - bare is not usually an option - it's usually just not appropriate for the school setting either unless you really want to come across as a girl who is ready for anything with any guy if you know what I mean! But, hey - if you're talking beach wear - totally different situation there.

Um no how old are you? If you are a teen only wear tights if you are doing it for fashion purposes. Like wearing black tights with a black and white dress

Well, I imagine it'd be necessary in the winter! If you want to show off your legs, you don't want them to be covered in goosebumps. Lol.
If it's a decent short, like say, 3 inches above the knees, then it won't look bad with bare legs. But if it's a micro-mini that goes up to *there*, then summer or winter, you'll look bad without leggings of some kind.

I think in the winter you need to wear hose or leggings. However in the summer, you can go bare-legged.
