The best time to go is the morning after Liverpool have been beaten 5-0 by Manchester United.
When you go, you must be wearing a Manchester United football shirt.
No, don't worry - you'll be quite safe.
Liverpool football fans will be coming up to you and shaking your hand.

Liverpool is a great city to visit at any time of year and since it was voted for the capital of culture 2008 its been getting better, there are loads of pubs and clubs and lots of the pubs are open till the same as the clubs which means you don't have to pay an entrance fee. and you can go from pub to pub. hope you have a good time if you decide to visit

Anytime... (link 1)
If you're interested in The Beatles - there's loads of stuff about. (link 2)
2007 is The Beatles 50th anniversary - so there are likely to be all sorts of jollifications going on.
If you're NOT interested in The Beatles, perhaps you'd enjoy the history of Liverpool. There are some FASCINATING museums there. (link 3)
Yes, for ME - anytime is a good time.
