Confront her and watch her reaction. If she averts her eyes and looks away from you, then she probably really does like him. If you really don't consider her a 'good' friend, dump her, especially if you like your boyfriend. Any 'friend' who would try to steal your boyfriend isn't a good friend.
You could also test her, ask your boyfriend to fake hitting on her. See what she does. But, be careful in case he likes her too.

IF THIS IS A REAL FRIEND YOU NEED TO TELL HER YOU ARE UNCOMFORTABLE WITH THE WAY SHE REACTS AROUND YOUR FRIEND. AND ASK HER IS THERE ANYTHING SHE WOULD LIKE TO TELL YOU. TELL HER YOU SEE SOMETHING YOU CAN BE WRONG BUT YOU WOULD LIKE FOR HER TO TELL YOU, THAT YOU ARE JUST THAT WRONG.
