I would say, a great president is someone who does something great for the people, such as FDR (New Deal), or those that braved the United States through major wars. Those that caused reform, like Theodore Roosevelt, and those who changed the nation socially, like FDR.
George W. Bush meets none of these standards. He has let a real terrorist get away with attacking the US while waging a campaign against a country that "hurt his daddy". He brushes off Korea as if it DOESN'T have weapons of mass destruction and abandons the people of his own country; Katrina is a well enough example. There isn't a thing I can think of Bush has done correctly, and he is surely nowhere near the presidents I have listed above.

To answer the question you really have to look at multiple criteria. Bill Clinton was a great politician, but perhaps not so much a statesman. Some would say Richard Nixon was a decent leader before the Watergate scandal hit, but he was not nearly as charismatic as say Kennedy was. All of us have different preferences so our answer as to what makes a President great is going to vary.
Particularly in this day and age, I think what makes a great President is someone who is charismatic, will not make a fool our of your country on television, but at the same time does not listen to everything his party tells him. He should lead his party, and more importantly the country, rather than following by which either tell him. I could name a few people that embody this, but that is beyond the point of this question.

Essentially, it gave additional money to help fix areas that were pretty much inhabitable due to commercial or industrial use. Sounds good to me.

Avenged the 9/11 attacks on the USA, lowered taxes which really help keep more money in my pocket and I'm not rich by any means, lower unemployment, higher revenues into the treasure and many more .
