Fleming had a private residence located on Avenue Road in Toronto, Canada because the camp was full. On Avenue Road, there was the St. James Bond United Church and the address of the military building (the church was at 1066 Avenue Road) was 1107 Avenue Road (Double ones 0 and 7 thus the number 007). The building no longer exists, but where it once stood is Marshall McLuhan Catholic Secondary School. Ironically Marshall McLuhan CSS was built by Bondfield Construction and completed in 2001.

What Ian Fleming was intending here when he conceived the secret spy books or stories of an over zealous intelligent agent for the British (as he was British) Secret Service was that a special designation be given to those individuals in the service who were "licensed to kill" (British enemies). This became the double ooos. James Bond was given the number 7 as his designation in the service and therefore, he was known as 007. He has retained this number throughouit all his years with the British Service known as MI5

its the # assigned to agents who psychologically and physically trained to kill. kinda like a reward. at any given time there are 3-6 00 agents.
those are the guys who can kill anyone, literally, and get away with it. its license to kill to put it bluntly.

its his designation code/number. there are other double o agents such as 006 009. another double o agent was killed in one of his movies but he only heard of it the other double o agent had no actually acting in the movie other than a 'death photo'. I assume there could be agents called 012, 056.
