Although the sperm count isn't as high as full ejaculat, there is sperm present so the odds are about the same. If your worried about it, it's best to "suit up" during foreplay before penetration.

Are you trying to get pregnant? if your not you should always wear a condom. you have heard of AIDS right? Besides pull and pray never works. Pre-*** is as effective as full ejaculation. ALWAYS USE A CONDOM WITH YOUR PARTNER. SAFE SEX IS THE ONLY WAY!!!!!

I would say low, although there may be sperm present. Best not to even risk it. Don't go near the vagina without a condom, and you'll be fine.

sperm is sperm and it will procriate when it wants you are not god and you will not stop anything from happening. try a condom to stop the misery of a wasted life
