Computer monitors similar to Television sets are measured diagonally.

Therefore, a 15" TV or Computer monitor is NOT 15"x 15" but 15" from the upper left hand corner down to the bottom right hand corner.

Only fact is that the picture tube is not a perfect square. Therefore it is imposible to make a standard measuring by width and height.

You didn't specify what kind of monitor. Although they are all measured diagonally, a CRT is measured from end of case to end of case, but all the flat panel's are measured actual screen size. For example an old 17" CRT is about the same screen size as a new style 15" flat panel.
