Yes it is Alex B, and people are arrested for it quite frequently, it is also probable cause for a police officer to pull you over and search your vehicle looking for other doobies you may have forgotten to throw out.

Excuse me but @$$holes who like to do that when there happens to be a huge drought in the summer should be locked up for at least a month for neglectfully starting a forest fire.
This is the way MOST fires are started in the area in which I live.

YEAH, it's littering. But it's barely enforceable since you have to be caught in the act, and smoking jerks know how to behave when a cop car is around.
