I know someone who set up a political party - hang on, I'll just see if it's still around . . . . no - it's gone but I remember the founder who came canvassing my door in the election when Neil Hamilton lost his seat to Martin Bell. He eventually got .03% of the vote and had experienced the most dreadful events which he reckoned were designed to put him off carrying on, and it had all cost him an absolute fortune.
I believe New Labour have changed the rules now to make it more difficult for newcomers to enter the political circus - you have to first register your party and all kinds of details. Have a look at Wikipedia.com. I'm sure you will find lots of information there.
However, if you have to ask how to set up your own political party [unless it's a joke party like Screaming Lord Sutch] I think you may not be up to it. It's a vicious game! Why don't you join U£IP if you don't like the mainstream - they've done all the donkey work!!

It really depends on what country you are in and what what area of operations (local or nationwide) you want to cover?
Just the same, and in answer to your question, (although some more specifics about you are still needed) here are some guidelines:
A 3 Point Agenda to Organize a Political Party
Party Platform. First, it must be clear to you and your group what your objectives or advocacies are? You write this down and discuss it with your close associates to form your party vision, party ideology or party platform of government.
Party Core Group. Next, your start forming your own core group. Maximum of 4-5 trusted friends. These are your die-hards or the people who will help your raise the funds and get your party machinery organized.
Party Registration. Thirdly, once you have that down, you go to the final step of having your party registered with your local commission on elections.

I'll join - but only if you promise to do at least a couple of the following:
Suspend all immigration for 12 months - so we can fully assess who needs to be here and who's just a scrounger (May take longer than 12 months)
Give the police and/or community support officers powers to arrest and detain anyone drinking alcohol in a public place and dispose of the alcohol.
Abolish Vehicle Excise duty and increase fuel accordingly (very green issue + people who don't use their cars very often will pay less).
Allow the resurgence of our historical national cultures and engage ALL communities to embrace our culture or leave (Bit BNP but hey, this is Britain not Britistan)
PLUS - loads more ideas that will make us all respect our wonderful country again, as well as respect each other.

Contact the Electoral commission 020 7271 0500 they will send you all the relevant documentation. Setting one is not the hard bit, completing the audit trails to prove you are operating correctly is the time consuming and costly bit.
