I'm 5'9. At seven months I had gained a grand total of 7 (yes, 7) pounds. I ended up gaining only 20 pounds total, and gave birth to a 7lb 15oz girl, and was back down to my fighting weight 4 days after birth...it was all baby, placenta, fluid, etc.
My grandma (also 5'3) gained 9 pounds TOTAL...and my mother was born weighing over 6 lbs, so, if the doc says it's ok, it probably is. Some babies seem to just take ALL the food out of you, and, in some women, their metabolism shoots through the roof...I ate like crazy, and had trouble gaining weight.
If you're active, it's also more likely you'll gain less (same with me). The doc will probably do another ultrasound soon anyway to keep tabs on the baby and what not. Don't borrow trouble; I worried, too, but the doc just kept measuring my stomach, feeling the baby, etc. (I actually measured LARGE for dates my last 9 weeks).
IF you are taking in at least the recommended caloric allowances, eating fairly well-balanced meals, the baby is growing normally, and the doc doesn't seem worried, I wouldn't be too worried, either.
Good luck!

The doctor doesn't necessarily have to do an ultrasound to know that the baby is growing well. By measuring your belly from the outside they can know that the baby is the right size.
I've only gained 3 lbs over my prepregnancy weight because I lost 12lbs early due to morning sickness. My doctor only did the one ultrasound at 20 weeks and is still sure that my baby is a healthy size.
If you insist on another ultrasound you may get one, but be warned it may not be covered by your insurance since it wasn't medically necessary.

I am having the same problem! I eat like a cow and can't gain weight! I am 28 weeks and have gained 10 lbs, I am 5'4 and started at about 120lbs. The doc fusses everytime I go in. He told me to drink 3 slim fasts along with my regular meals and I finaly started putting weight on. Everytime I go in (every 2 weeks, I am high risk) they measure my belly and listen to her little heart with the doppler. If your belly is growing at the rate it should be growing, then the baby is growing the way he should be. I would not worry unless the doc does. Remember, they went to school for this stuff!

if your doctor says that the baby is right on track, I'd take their word for it. Ultrasound technicians and physicians are trained to look out for warning signs that the baby is not developing correctly and if they have not found anything to indicate that, I'd say your baby is just fine. Take it easy and relax :) Stressing out about it won't help the baby. I gained about the same as you did with my first pregnancy. I actually lost 20 pounds in my first trimester. eek!

My doctor was really great about that. I would just share my concern with him. Naturally he can't tell what's going on if he's only listening. I know he's monitoring your weight so I wouldn't worry but if you do ask him. That's what he gets paid for. He's here to help you.
