Ok, why outlaw all motorcyclists because of the few who like loud pipes? Not all motorcyclists have modified their exhaust systems.
The only way to restrict motorcycle access is if you're in a home owner's association. You can attend a meeting and propose a restriction on motorcyclists. This has happened in many HOA's that I've heard of and in other private locations.
But think about who you're affecting when you do this. In the past few weeks, a rider here asked whether it was illegal for the club he was in to ban his motorcycle from the clubhouse parking lot. He was handicapped and needed to get his bike as close to the rec center as he could. Because it's a private club, there's nothing he can do short of selling his bike and driving a car instead.
So because of the folks who choose to replace their exhausts and people like you, this handicapped guy can't ride his bike to a clubhouse that his membership dues have paid for.
What about approaching the local police and seeing if they can enforce noice ordinances? You might check the web and see if there are any ordinances. I'm sure there are rules just in your town against loud parties past certain times and other such nuicances. As long as the noise doesn't occur between reasonable waking hours, you can probably get the guy ticketed.
Remember too that you're going to get the guys mowing their lawns at an inappropriate time or doing any kind of wood working (like electric saws or hammering).
And since it's a $2,500 fine to modify your exhaust (EPA regulations), it might get expensive pretty quickly.
See what options you have available to you now before you start trying to ban all motorcycles.
Since you're on a crusade, how about SUV's? Many of them probably exceed the maximum weight for the roads in your neighborhood (Hummer for example). They're destroying the roads and causing all the potholes you have to avoid so you don't destroy your suspension.
What about the pesticides your neighbors put on their grass to make it green. When they water the grass, it's run into the water system where you get to drink it later.

No there isn't. If your neighbors are sitting in their driveway revving their bikes, then you can report them for disturbing the peace or noise pollution.
However, if people are just riding through, then you need to deal with it.
If you're dealing with scenario 1, then why don't you try talking with your neighbors and asking them to stop? I've asked people to do that and I've experienced good results. If they don't listen, then call the cops.

I dont see how they can do that, what after they went biking before they get into a neighborhood thaty have to turn it off and push it back to their garage. Who cares its part of life I'm sure you do something that annoyes them.

go ahead and move to the country.I live in the country away from everyone.that's why me and all my loud Harley ridin' buddies meet here.So we don't have to listen to cry babies.Loud bikes are everywhere so get over it.I love loud bikes but you don't hear me whining when they are too quiet.

Sad fact is there is nothing you can do. It is against the law to tamper with a motorcycle's exhaust system and there are also noise level laws. These laws cannot be enforced. I am with you, only moronic idiots ride bikes with straight pipes.

This phenomena is known as the TOOL EFFECT. They think it's cool. you are not alone most people hate them as well and most likely your city does have a decible limit on motorcycles ask a cop they are there to help
