Governments exist at the will of the people who elect them to office. AND, whenever, that government goes against the will of the people, it is the right and,in fact, their duty to overthrow that government and replace it with one that reflects the will of the people.

Remember, this was a revolutionary idea, namely that government gets its right to rile from the people. Throughout Europe Monarchy had been the established rule, and monarchs derived their right to rule from God, known as the Divine Right of Kings.
