This house recently burned and the owner wont give these people their rent deposit and says she has 30 days to pay it, "by law she says".
I want to know what these people can do and their rights because they are staying in the bottom apartment of this house which has water damage due to the water that was needed to put out the fire.

If there is water damage GET OUT NOW!!! Fire damage can also cause problems and NO it is not safe to live in the house unless it has been restored by a professional.
Water damage causes mold...black mold can cause death.

The Fire Marshal makes the call about living in the house.
It must pass certain guidelines & be safe. Normally the electric
will not be turned back on until these steps have been completed.

How safe is it to live there? The depends on how badly it was damaged, a fact that you failed to reveal.
