Zero density means there is nothing at all. Nothing means no foam, as foam is a solid with bubbles, and bubbles are small enclosures surrounded by a material barrrier that delimits the extent of said bubble.
So, you cannot make zero density foam.

The lowest density solid you can make is an aerogel, consisting of very low-density silica foam. If it was filled with helium during manufacture, it would float in air. But the helium would soon diffuse out. I've heard of meringues baked in a helium-filled oven floating in air. You bake them with a string attached so you can tie them down.
