Is that supposed to be 27 raised to the -2/3 power?

If so, you should write it as (27)^(-2/3) so we know.

Also if so, then the answer is

=(27)^(1/3)^(-2)
=3^(-2)
=1/3^2
=1/9

I'm just guessing here that this was the original problem, since 27 -2/3 is pretty easy.

27 divided by 3 = 9
2 x 9 =18
27-18=9

(27/8)^-2/3 = (3*3*3/2*2*2)^-2/3 (destructive ability capacity take the reciprocal) = (2*2*2/3*3*3)^2/3 (elevating to the ability of one 0.33 capacity take the cube root) = (2/3)^2 (elevating to the ability of two capacity take the sq.) = 4/9
