I'm in a safe place now but there are no opportunities as this is a small town. I am wanting to relocate to the city and start over, my problem is I don't have the resources to get an apartment before I start working. I shouldnt have a problem finding work, but finding a place to live is my problem.
I am single with no kids ..... so it is just me

I have 2 things that are against me..... my biggest problem is I cant drive for medical reasons
2nd this is a small town with no available jobs

You're certainly light on baggage, which is a good thing. Since it's just you, do you have enough money to split with a roommate? If you found someone who already has a place, you can probably avoid extra fees, like utility deposits, etc.
How far is it "to the city"? Can you commute?
I moved 3 states away, but it took me 6 months or more of planning- moved back in with Dad to save money, traded my hot sports car for something reasonable and had friends of my family to stay with for about 3 months once I got there.
Is there somewhere else you've thought of, where you do know someone?

Why dont you start saving now for the security deposit and at least two months rent? That way you will be able to work and not worry too much about the rent as you will already have that in an high interest account.

Also, put enough away for utilities...so start saving now.
