Some say Minos Crete was the son of the princess Europa and Zeus. The first known King, his wife was Pasiphae. From the city of Knossos he colonized many of the Cycladic Islands, as well as Italy and he was widely considered the oldest known ruler.

As the ancient story goes, Minos refused to sacrifice a certain bull. The god Poseidon punished him by making his wife Pasiphaë fall in love with the animal, and she subsequently gave birth to the Minotaur.

However this is what is known and the times they ruled. History wasn't always written down. There were kings in Hawaii, Rulers in Egypt and Japan but not KINGS, per say

Aretas I (169 B.C.)
Aretas II (110-96)
Obodas I (about 90)
Rabel I (about 87)
Aretas III (87-62)
Obodas II (about 62-47)
Malichus I (about 47-30)
Obodas III(30-9)
Aretas IV (9 B.C.-A.D. 40)
Malichus II (40-75)
Rabel II (75-101)
Malichus III (101-106)

Saul becomes Israel's first king
1050 BC (3050 years ago): After about 350 years of being ruled by judges, the people of Israel demand to have a king, like the neighboring countries. By demanding a king, the people are turning away from their faith in God as their king. Saul become king and reigns about 40 years.

We should easliy see that Kingship was older than in Israel ...actually much older. The people of Israel demanded a king like the nations around them.

Her Royal Majesty, Queen Elizabeth II of the United Kingdom of Great Britain and Northern Ireland was crowned on June 2, 1994 at age 68. Many people believe that she was crowned in 1953 after her father's death. In reality, she had to wait for the House of Commons to pass legislation, allowing a female to sit on the royal throne and wear the imperial crown. Her wish was granted in 1994. (By the way, QEII wanted to kill Princess Di.)

you have to think about it this way.. so long as there is a civilization there will be someone who is the top leader.. and i think the earliest civilization was around 3500bc/bce.. the civilization that matches that time is sumer.. you could do a search for early kings [although monarchs might be another term].. but around that time records werent very specific or accurate.. you have folktales and myths that have been found and all that.. but hammurabi might be among the first actual rulers
