You're on a slippery slope. You don't want to get fired, do you? If you can build a regular friendship with the girl and spend some time with her outside of work, that's a time when you could probably offer a foot rub.
But be careful, unless you charm her and aren't uber creepy you may just become known as creepy foot guy at work. Fantasy and reality don't always mix.

Get to know the woman not her feet and if you like her then once you guys get close enough tell her bout your fedish and see how she reacts. Work with it from there. Is what i would do.
