You must make sure it is configured properly. This is the site that uTorrent suggests:

The most important things I had to do was set up a static ip address and port forwarding for my router, which is all explained in the first link above.

Make sure that you are not firewalled. While firewalled, you can still connect but others can't connect to you, preventing multi connections and faster downloads. I would also recommend getting a differnet client. I prefer azureus (azureus.sourceforge.net/download.php).

make sure you limit the uploads to about 2, and there is not a great deal u can do to increase the download speed apart from getting more seeders.
