When a group of people have to break their ties with another group of people, and consider themselves separate from, but equal to their former political contacts, in order to show respect to everyone concerned, they must state their reasons for breaking away.

When a group of people feel that their government is not meeting their needs, it is their right to break away from that government. But, it is the right thing to do to explain the reasons for their unhappiness ("they should declare the causes which impel them to the separation").

The preamble goes on to explain that governments only get their power by consent of the governed (that is, the support of the people) , and if the government becomes abusive then it must be abolished. It continues to list the wrongs that the British Crown had inflicted upon the colonies, justifying the colonies' "declaration of independence."

If ever one group of people finds it necessary to become politically independent from its government, then it must give the reasons for seeking independence.
