I know this sounds cliche, but since you haven't mentioned it you should make sure to download the latest drivers for the video card that you have. Your issue sounds familiar with a lot of tech calls that we get at our company.
Visit the manufacturer's site for your card and DL the drivers. Uninstall your old drivers first, THEN install the new ones - if you install beforehand you might end up with problems.
AFTER you install the latest drivers, install directx9.0c. It shouldn't be a directx problem, as Sims 2 asks you to install the latest version upon install.
If that doesn't work, you should contact the Maxis customer support team for help - there might be a compatibility issue or a simple setting fix they can suggest for you.

You can try the following :-
Click the "Start" button
then Click "Run"
Type "dxdiag" then press enter
Your computer should come up with a DirectX diagnostic program.
If you run the tests, the diagnostics should give you an idea of whats going wrong.
The only other thing, I can think of is that you need to get the latest video drivers for your graphics card from the Internet.

Hello i really don't know why it doesn't work but if you look on the back of the CG case it should give contact details of the manufacturers and they are always willing to help you if you have troubles installing (past experience!). I know when you buy a game you are itching to play on it but it seems to night you cant.
O yere same as mentioned above cheack all the specs on the packet match your computer.

You may have downloaded directx 9.0 but did you click the install Link as well....
It also sounds like you may need faster RAM...
OR
A faster CD ROM i.e x 12-16 speed

my game called alexander did the same exact thing what it is is your graphix card might not meet the requirements or your harddrive memory doesnt or your harddrive memory is full
