I've washed my car several times, will not come off. I believe it's dried paint but I'm not positive. I've picked at it with my fingers but it won't come off. It's a 2001 Infiniti I30. Thanks for any help.

If it is paint you'll need to take it to a body shop; it won't wash off and any chemicals you use could damage the paint on the car (that's supposed to be there) and it's not worth the risk. :-)

Start with mineral spirits (common ordinary paint thinner) It will require some soaking in & scrubbing, with a soft rag of course. If that does not work, lacquer thinner or acetone may do it w/o damaging the finish. It still may not work.. Do not use a buffing wheel.

If these do not work, go to a local (as opposed to a chain like MAACO) body shop for advice or repair.

If somebody broken your vehicle, they could make you finished and restoration your vehicle to it quite is unique concern earlier they did in spite of they did. Get an estimate of restore, and assemble that from the guy who led to the wear. in the event that they might get all, or portion of it returned from their coverage, solid for them, yet that does no longer influence you in any way, so why undertaking approximately what their coverage might or would possibly no longer do?

Try using water (mixed with soap and oil) and rubbing the paint!
