First you need a source of raw plastic (you can create it yourself chemically or buy it from a polymer supplier). You also need a source of the dye they put in dvd's if you want it to be burnable, or a source of the thin aluminum film if you're planning on stamping them. Then of course you need the machines and molds to melt and form the plastic, and to apply the film or dye. If you've never made a dvd, I'd imagine it will take weeks if you're VERY rich to months or YEARS if you're not. You'll also need manufacturing space and you'll need employees to run the various machines if you plan on having an operation of any size.
